Full road closure: Echo Drive and Concord Street North from Main Street to Greenfield Avenue (June 3 to August 2, 2024)

The City of Ottawa has commenced construction on the new watermains, sewers, and associated road rehabilitation work as part of the Greenfield-Main-Hawthorne et al. Reconstruction Project. To facilitate this work, the City of Ottawa has approved the closure of the Concord Street North as outlined below.

What: Deep utilities excavation will be occurring on Concord Street North between Kings Landing and Greenfield Avenue, requiring the full closure of the street in this segment. Left turns out of Kings Landing will be prohibited. Echo Drive will be converted to two-way traffic to allow local traffic to exit at Main Street. Echo Drive (Main Street to Concord Street North) will be closed to local traffic only.

Why: The closure is required for the safety of residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.

When: The full closure of Concord Street North (Kings Landing to Greenfield Avenue) and the conversion of Echo Drive to two-way from Main Street to Concord Street North will begin on June 3 and continue through to August 2. After that, Concord Street North will continue to be closed to all but local traffic through to late fall 2024 to facilitate reinstatement work. The scheduled closures may be modified as needed, depending on weather and conditions.

Where: Echo Drive and Concord Street North between Main Street and Greenfield Avenue.

Who: The City of Ottawa has retained the contractor Green Infrastructure Partners Inc. (GIP), to complete the work.

Traffic impacts

During the full closure of Concord Street North, Echo Drive north of Main Street will become a two-way street. On-street parking will need to be removed to facilitate this change.

Local access for Echo Drive and Concord Street North (west of Greenfield Avenue) will be as follows:

  • To exit: Travel southbound on Echo Drive to Main Street and go north (to northbound Colonel By) or south (to northbound Greenfield).
  • To enter: Movements will only be allowed from northbound Main Street (right in only).

Local access is defined as those living within the limits of the road closure. All other motorists are required to follow the signed detours and/or find alternative routes of travel.

Note that the southbound closure of Greenfield Avenue and Main Street remains in place until fall 2024.

Garbage collection

The contractor is aware of the garbage collection schedule and is required to maintain access so that garbage can be collected at the curb. If vehicular access is interrupted for any reason, the contractor is responsible to move the garbage from the homeowner’s curb to a common location where it can be picked up. Empty containers will then be returned to the appropriate homeowners/businesses.

Green Infrastructure Partners (GIP), formerly Aecon, will take every precaution to minimize interruptions to the everyday life of your family and/or operation of your business, but there may be some inconvenience during the course of the operation of the work, such as delays when travelling through the construction zone, noise and dust. 2023 Sidewalk repairs – city wide: Flannery Drive

As part of the City of Ottawa’s annual infrastructure maintenance cycle, sidewalk repairs will begin in June and will continue until late September 2024.

What: Work will involve repairing existing asphalt sidewalk facilities, repairing a portion of concrete curb, installation of tactile walking surface indicators, and may also include catch basin, and iron adjustments as required. Increased noise levels are to be expected to facilitate the work.

Why: The City of Ottawa will be repairing asphalt sidewalks, with the objective of improving the City’s existing sidewalk network for pedestrians.

When: This work is expected to start in June and completion is anticipated by late September 2024.

The sidewalk repair works will occur during the day and evening and will involve localized pedestrian detours and potential minor lane interruptions.

Where: Asphalt sidewalk repairs will occur on the east side of Flannery Drive between Springland Drive and Brookfield Road along with a localized asphalt sidewalk and concrete curb repair on the northwest corner of the Flannery Drive and Springland Drive intersection.

Who: The City of Ottawa has retained the contractor, Les Parisien Construction LTD, to complete the work.

If you have a subsurface lawn irrigation system, please notify the City’s Project Manager identified below. We encourage residents to contact the undersigned to identify and confirm that private irrigations systems have been disconnected or relocated. Damage may occur should you choose not to relocate prior to our arrival.

On-street parking 

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Woodroffe Avenue Sidewalk Renewal

Beginning in late June 2024, the City of Ottawa will begin construction work to construct pedestrian crossovers in your neighbourhood.

What: This project involves the rehabilitation of existing sidewalks on both sides of Woodroffe Avenue between Highway 417 and Carling Avenue. The project also includes the rehabilitation of the western portion of the multi-use pathway situated between Woodroffe Avenue and Amaya Private. 

Why: This work is required to improve mobility and safety for pedestrians.

When: This work is scheduled to begin in late June 2024 and is anticipated to be completed by the end of November 2024.

Where: Work will take place on both the east and west sides of Woodroffe Avenue between Carling Avenue and Highway 417 in addition to the multi-use pathway situated between Woodroffe Avenue and Amaya Private.

Who: The City of Ottawa has retained the contractor, D-Squared Construction, to complete the work.

Traffic, pedestrian and cycling impacts

To accommodate the proposed construction, temporary lane reductions will be required. Access to private properties, including pedestrian and cycling access, will be maintained throughout the construction period unless otherwise communicated.

As the various road reconstruction activities are in progress on your street, on-street parking may be restricted. In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. Resurfacing: Leitrim Road from River Road to Limebank Road

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along Leitrim Road.

What: Work will involve milling/pulverizing of the existing surface, granular road base upgrade, granular shouldering, and roadway resurfacing. Increased noise levels to be expected in order to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: This work is expected to occur between June 17 and June 25 from 7 am to 6 pm. The road will be closed daily and reopened to traffic outside of working hours.

Where: The following roadway will be resurfaced during daytime hours and will involve a full closure:

  • Leitrim Road from River Road to Limebank Road

Traffic interruptions may also be experienced due to flagging operations.

Resurfacing: Innes Road, from Jeanne-d'Arc Boulevard to Tenth Line Road

The City of Ottawa’s road resurfacing program rehabilitates and improves the driving surfaces of Ottawa’s roadways. Localized repairs to both curbs and sidewalks, along with accessibility improvements and updates, are also part of the program.

As part of the City of Ottawa’s annual infrastructure maintenance cycle, road resurfacing will occur along Innes Road to improve this roadway and the overall citywide transportation network.

What: Work will involve milling and paving of surface asphalt. Increased noise levels and vibrations to be expected to facilitate the work.

Why: The City of Ottawa will be resurfacing roads as preventative maintenance aimed at extending the City's roadway network lifecycle.

When: Night work is scheduled to start the week of June 24 and completion is anticipated by mid-July 2024. Night work will take place between 10 pm and 6 am. Concrete work and maintenance hole adjustments work will take place during the day from 9 am to 3 pm and 6 to 10 pm as required. Innes Road will remain open to traffic with lane closures expected.

Where: Work will occur along Innes Road from Jeanne-d’Arc Boulevard to Tenth Line Road.

Who: The City of Ottawa has retained the contractor, GIP Paving Inc, to resurface Innes Road.

Impact on the right of way and adjacent private properties

The reconstruction is within the City’s right of way but may result in some disruption to part of the private property directly adjacent to the work. The City of Ottawa will reinstate all sections of landscaping, driveways and walkways that are disturbed by construction. However, if you have plants or any other assets located within the City’s right of way that you want to preserve, we suggest that you may want to move them in preparation for the construction work.

2024 Gravel road upgrade, and pavement preservation programs

Starting the week of June 17, demolition work will be occurring in your neighborhood.

What: Demolition of the Goulbourn Municipal Building.

Why: The existing building has reached end of life.

Earl Grey Drive Underpass- Geotechnical Investigation

Beginning in June 2024, the City of Ottawa will undertake a geotechnical investigation within your community. This investigation is required as part of the design of the Earl Grey Drive underpass and upgrade of Terry Fox Drive and Didsbury Road intersection.

What: The geotechnical investigation will involve the drilling of boreholes and obtaining environmental soil samples for testing.

Why: This geotechnical investigation supports the design of the road and underpass bridge structure.

When: This geotechnical investigation work is expected to begin in June 2024. The work will be completed during weekdays and should take approximately 5 days weather permitting.

Where: The geotechnical investigation will occur along Earl Grey Drive, Didsbury Road and Terry Fox Drive. The boreholes will be within the roadway, and no impacts to landscaping or private lands are expected.

Who: The City of Ottawa has retained Stantec Consulting and their sub-contractor Strata Soil Sampling Inc. to undertake a geotechnical investigation for this project.

Southmore Drive traffic calming

In late May 2024, the City of Ottawa will begin installation of traffic calming measures and a sidewalk in your neighbourhood.

What: The traffic calming work on Southmore Drive East includes the following:

  • Installation of four speed cushions between Walkley Road and McCarthy Road.
  • Installation of a new 2.0m wide concrete sidewalk along the west side of Southmore Drive East between Walkley Road and Garwood Avenue.
  • Installation of a raised crosswalk at the pedestrian crossing of Southmore Drive East at Walkley Road.
  • Modifications to the intersection of Southmore Drive and McCarthy Road, including the replacement of all four pedestrian landing pads at the intersection.

Why: This work is required to improve conditions for all road users by calming vehicular traffic, encouraging more appropriate driver behaviour, and increasing pedestrian and cyclist safety.

When: This work is scheduled to begin in late May and is scheduled to be completed by early September 2024.

Where: Southmore Drive between Walkley Road and McCarthy Road.

Who: The City of Ottawa has retained the contractor, D-Squared Construction Ltd., to complete the work.

Traffic management

To accommodate the proposed construction, temporary lane reductions will be required on Southmore Drive. To accommodate the proposed raised crosswalk construction, a short-term closure at Southmore Drive East and Walkley Road will be required.

Fire Station 41 – Parking lot and drive aisles resurfacing

Starting in early June 2024, resurfacing works will occur in your neighborhood.

What: The City of Ottawa will be re-paving the Fire Station 41 drive aisles and parking lot. The works also include accessibility upgrades to the front of the station.

Why: The current asphalt has reached the end of its service life.

Culvert renewal - Albion Road

In the event that access to your driveway will be impacted, you will receive 24-hours’ notice and provided with a Temporary On-Street Parking Permit (orange form) to permit on-street parking within two blocks of your residence. Residents with electric vehicles will need to find alternative charging arrangements when access is restricted. The use of extension cords within the public right of way is not permitted.

Traffic management

To accommodate the proposed construction, various lane reductions, alternating traffic and/or detours can be expected. Access to local businesses and private properties will be maintained throughout the construction period. Access for pedestrians and cyclists will be maintained.

Road closure extension: Main Street southbound, Colonel By Drive to Greenfield Avenue (April 8 to May 10, 2024)

The City of Ottawa has commenced construction on the new watermains, sewers, and associated road rehabilitation work as part of the Greenfield-Main-Hawthorne et al. reconstruction project. To facilitate this work, the City of Ottawa has approved the closure of Main Street southbound from Colonel By Drive to Greenfield Avenue outlined below.

What: The southbound closure of Main Street from Colonel By Drive to Greenfield Avenue to accommodate the safe coordination of the deep storm sewer maintenance hole installation at the Main Street and Greenfield Drive intersection. This closure will extend the existing southbound closure of Main Street, currently closed southbound from Greenfield Avenue to Hawthorne Avenue. The closure of Greenfield Avenue southbound from the 417 on ramp to Main Street remains in place.

Why: The extended southbound Main Street closure is required for the safety of residents and workers, as there is limited area to accommodate the open cut excavation and the necessary labour, materials and equipment.

When: The southbound closure of Main Street has been extended to May 10.  The scheduled closures may be modified as needed, for example if weather affects the schedule, or if conditions change.

Where: Main Street southbound between Colonel By Drive and Greenfield Avenue.

Who: The City of Ottawa has retained the contractor Green Infrastructure Partners Inc. (GIP), formerly Aecon, to complete the work.

Traffic impacts

The detour for vehicles travelling northbound / southbound on Colonel By Drive wishing to travel northbound Greenfield Avenue is via Hawthorne Avenue. Local egress for the residents fronting Echo Drive or Harvey Street west of Main Street will be via Harvey Street to Main Street. Residents of the 10 Main Street condominium building will access their homes via Main Street northbound from Hawthorne Avenue. Egress for 10 Main Street will be northbound on Main Street to Echo Drive eastbound. Note that the southbound closure of Greenfield Avenue and Main Street (separate notice) continues in conjunction with the closure detailed herein.

Garbage collection

The contractor is aware of the garbage collection schedule and is required to maintain access so that garbage can be collected at the curb. If vehicular access is interrupted for any reason, the contractor is responsible to move the garbage from the homeowner’s curb to a common location where it can be picked up. Empty containers will then be returned to the appropriate homeowners/businesses.
